ABOUT
Jean Mignolet, principal of Mignolet Business Research Consultants, Inc., an SBA 8a, woman owned Florida-based private investigative agency, has more than 20 years experience in law enforcement, criminal defense and civil investigations. She is a pioneer in electronic information gathering. Ms. Mignolet’s wide-ranging comprehension of data sources, including public, proprietary and government records, and her ability to analyze and identify gaps in such, has assisted hundreds to make informed strategic decisions for their businesses and within a variety of courts.
Ms. Mignolet lost a family member in the World Trade Center on September 11, 2001, and has since rededicated herself to defending others against domestic terrorists. To decipher the complex, multi-faceted nature of terrorism investigations, she applies her unique knowledge of "open source" information and her experience of interactions with every level of government and court system.
Ms. Mignolet’s exceptional skills and experience as a private investigator and former state law enforcement officer helped design a five-day scenario-based workshop that educates investigators and law enforcement analysts on the Al Qaeda threat and demonstrates how to process evidence that can lead to neutralizing terrorist operatives in the US. The workshop reveals Al Qaeda cell M.O. as well as investigative sources and methods unknown to most law enforcement agencies. Ms. Mignolet shows how "Pieces of the Evidence Puzzle" can be found in open source and proprietary databases. She then demonstrates how the information, gathered within regulatory and legal guidelines, is correlated and verified for accuracy and then charted using investigative tools such as link analysis, timelines, and matrices. The knowledge and experience she imparts in the workshop can bridge intelligence gaps prior to the use of official police methods such as subpoenas and court orders. This cutting edge anti-terrorism workshop that she has helped design prepares investigators, analysts and their supervisors to “connect the dots” and make informed decisions in response to potential threats and vulnerabilities.
